2016 년 제리브라운 가주 주지사가 서명함으로써 시작된 인종학 관련 커리큘럼 초본이 1 년 전인 2019 년 6 월에 공개되었습니다. 이어 지난 7 월 31 일에 개정판 커리큘럼이 공개되었는데

몽족, 중국, 필리핀 등의 커뮤니티에 관한 내용과 역사는 포함되었으나 한국에 관한 것은 다른 내용은 없이 KPop 만 간단하게 언급되어 우려가 큽니다.

가주 교육부에서는 이번에 나온 개정판 교육과정에 대한 의견 수렴기간은 오는 9 월 30 일까지이고 오는 11 월 18 일에는 최종본을 결정하고 2021 년 3 월에 최종본이 나올 계획이라고 합니다.

미주 한인 역사는 1903 년에 시작되어 110 년이 다 되어가고 있으며 인구 비율로도 아시안 중에서는 중국, 인도, 필리핀, 베트남에 이어 5 위에 있습니다. 그동안 한인커뮤니티가 미국 사회의 주요한 일원이 되었고 주류사회 뿐 아니라 타인종 커뮤니티에도 대표적인 성공 사례로 인정되고 있으며 한글날, 미주 한인의 날 등의 기념일을 통해 한인 사회의 중요성을 주류사회가 인정하고 있습니다. 이번 인종학 커리큘럼에 한국에 관한 내용이 꼭 포함되어야 할 것입니다.

다민족 국가인 미국에서 인종 간의 갈등을 해결할 수 있는 가장 최선의 길은 교육이라고 할 수 있으며 한인 학생들의 자긍심을 높일 뿐 아니라 미국의 모든 학생이 한인 이민사 및 한국에 관해서 바르게 배울 수 있도록 한인 사회가 힘을 모아야 할 것입니다. 아래 제시된 샘플 레터 중에서 원하시는 것을 사용하여 9 월 30 일 전까지 ethnicstudies@cde.ca.gov 로 청원을 해주시기를 부탁드립니다.

As many of us know, recently, our governor Newsom has signed Assembly Bill (AB) 1460 making ethnic studies course a requirement to graduate from California State University (CSU) system and AB 331 that requires inclusion of an ethnic studies course as a high school graduations requirement is in the last stage of approval. At the state level, the Instructional Quality Commission (IQC) has reviewed, revised and posted the Draft Ethnic Studies Model Curriculum (ESMC) for a public review which later will be presented to the State Board of Education for the final action on the model curriculum.

We are at the last stage of the public review comments period which will close on September 30, 2020. Ethnic Studies is meant to educate students about the full range of experiences, perspectives, contributions, and knowledge of People of Color that has been left out of the school curriculum with a central focus on anti-racism. Research continues to show that Ethnic Studies in K-12 increases academic achievement, improves cross-racial understanding, engages students more deeply in their school careers, and lowers drop-out rate. While it’s exciting to see the ESMC is moving forward and our students will have the opportunity to learn about our diverse community, we are deeply concerned that Korean American studies have been excluded. Information related to Korea and Koreans who have struggled and worked together to shape California and the U.S. are not included. Only Koreatown and K-pop are included as one of the additional sample topics. It’s important to voice out so that the Korean American experience and our contributions to US history are represented in the overview of Asian American and Pacific Islander studies as well as our Korean American related lesson samples to be approved by the IQC to include in the ESMC. Please submit your personal comment/letter on “inclusion of Korean American Experiences in Ethnic Studies curriculum” to CDE by September 30, 2020.
